Best practice for security in multiple securities accounts with different currencies

The following share:
US78468R5569 SPDR S&P OIL & GAS EXP & PR

Can be traded in the US for USD (ticker symbol is XOP)
and traded in Germany for EUR (ticker symbol SSGD.BE)

If, for example, I have SSGD.BE in my EUR denominated FLATEX account and I have XOP in my USD Interactive Broker account then how do I account for this security?

I assume the best way to record transactions in each separate account (flatex eur and IB usd) is to create two securities with the same name and isin but with different currencies (eur and usd) and different tickers (xop and ssgd.be). However, after I have created the ssgd.be eur security in flatex_eur, I cannot import by csv the xop usd security into IB_usd.

What am I doing wrong?
