Fehler "Could not resolve module: org.eclipse.osgi.compatibility.state.nl_es " bei der Installation

Hallo Gemeinde,

ich bin hier zum Erstem Mal. Schon bei der Installation habe ich Probleme. Ich habe die Version 64 BIT Portfolio Performance 0.31.0 mehrfach heruntergeladen. Beim der Installation unter Windows 10 Home erhalte ich folgende Meldung. Leider kann ich mit der Protokolldatei nicht viel anfangen.

Ich glaube ich habe den Fehler gefunden. Es erfolgt gar keine Installation. Wenn ich die .exe als Administrator ausführe klappt es.
